PROBLEM TO BE SOLVED: To provide a flame retardant that easily enables inflammable building materials, household effects, clothing, etc., to be flame-retardant at low temperatures and that is safe for humans, and a flame-retardant material coated with the same. SOLUTION: The flame retardant contains silver ultrafine particles obtained by performing a reaction of silver oxalate with a short and medium chain alkylamine with a boiling point of 100-250°C and a short and medium chain alkyldiamine with a boiling point of 100-250°C to prepare a complex compound including silver, alkylamine, alkyldiamine, and an oxalate ion, and then by performing thermal decomposition of the complex compound. A silver-coated flame-retardant material is obtained by dispersing the silver ultrafine particles in an organic solvent including a polar solvent and performing sintering after application to the inflammable substrate.
