PROBLEM TO BE SOLVED: To collectively restrict user operation to a retransmission program of limited visibility and audibility and display for the user operation, when restricting visibility and audibility only on an image-voice by a B-CAS card to an non-difficult visibility and audibility area, when using and retransmitting second digital broadcasting, such as, BS as countermeasures against difficult visibility and audibility of first digital broadcasting, such as, terrestrial digital broadcasting, in a digital broadcasting receiver. SOLUTION: The digital broadcasting receiver includes: a broadcast receiving means 16 for receiving digital broadcasting; a user operating means 11 for accepting from a user station selection operation by up/down for selecting a broadcasting service for the digital broadcasting received by the broadcast receiving means; a response processing restriction setting means 15 for setting a broadcasting service for restricting response processing to the station selection operation by the up/down of the user operating means in all broadcasting service units provided by an individual broadcasting carrier; and a response restricting means 13 for preventing the station selection operation by the up/down from selecting the broadcasting services set by the response processing restricting means.
