The element (1) has an explosive element (2) provided for blasting of a portion of the protection element. Multiple of active elements (3) are blasted by the explosive element. The explosive element is designed as an insensitive explosive foil. The active elements are made of metallic or rubbery-elastic material. The active elements are embedded in the protection element. The active elements are arranged on a side of the explosive element and a base plate (4) is arranged on an opposite side of the explosive element. An igniter (5) is embedded in the base plate. An independent claim is also included for a method for harm-less attacking of a vehicle.
