PROBLEM TO BE SOLVED: To solve such a problem that identification information on a newly introduced tag is registered in association with authority information and registration work is troublesome in the case that authentication is made by using the newly introduced tag in a circumstance in which there is an authentication system using an already existing noncontact IC card for authentication.

SOLUTION: Identification information on a newly introduced tag is correlated with identification information on a noncontact IC card already registered in association with authority information to eliminate the need for registering the identification information on the newly introduced tag in association with the authority information.
