PROBLEM TO BE SOLVED: To provide a valve opening/closing timing control device which enables low emissions at a start of an internal combustion engine and enables stable idling operation even when supply pressure of working fluid is low. SOLUTION: This device includes: a driving side rotational member 1; a driven side rotational member 2; a fluid pressure chamber 4 formed by the driving side rotational member 1 and the driven side rotational member 2; a partition part 22 provided on at least one of the driving side rotational member 1 and the driven side rotational member 2 so as to partition the fluid pressure chamber 4 to a retarding chamber 42 and an advancing chamber 41; a fluid supply and discharge mechanism 5 capable of controlling supply and discharge of working fluid to the fluid pressure chamber 4; a lock mechanism 6 capable of restricting relative rotation phase of the driven side rotational member 2 to the driving side rotational member 1 to a prescribed phase between the most retarded angle phase and the most advanced angle phase; and a biasing member 3 always applying biasing force on the driving side rotational member 1 and the driven side rotational member 2 so as to the relative rotation phase to the most retarded angle phase side.
