PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents irregularities of an image caused by discharging light, in comparison with the case where an image holder is irradiated with light including a light absorbing wavelength of a product originated in a curing catalyst included in a surface layer of the image holder, as the discharging light. SOLUTION: In the image forming apparatus 10, a light absorbing wavelength of a charge generation material included in a photosensitive layer (namely, a charge generation layer) of the image holder 7 is different from the light absorbing wavelength of the surface layer of the image holder 7, and a wavelength of the discharging light irradiated from a discharging device 20 is a wavelength other than the light absorbing wavelength of the surface layer.
