PROBLEM TO BE SOLVED: To provide an image forming apparatus configured to surely remove developer powder sticking to at least through-holes of a passage control member which includes the through-holes and control electrodes for controlling the passage of the developing powder through the through-holes, without applying particular voltage. SOLUTION: The image forming apparatus includes: a holding member holding the developing powder; a first electrode disposed at a distance from the holding member; the passage control member disposed between the holding member and the first electrode so as to be located at a distance from the both, and including an electric insulation member having the through-holes and the control electrodes; a second electrode disposed between the holding member and the passage control member; and a displacement means configured to, in the case of removing the developing powder sticking to at least the through-holes, displace the first electrode and the control electrodes of the passage control member so that they may come closer to one another than in the image forming period or they may come in contact with one another. In a period where the displacement is performed by the displacement means, a DC voltage having the same polarity as that of the control voltage applied by a control voltage applying means when allowing the developing powder to pass through the through-holes is applied by a scattering voltage applying means and a moving voltage applying means.
