PROBLEM TO BE SOLVED: To provide an external application sheet which is hard to generate adhesion to a finger in application, does not require troubling work such as wiping and cleaning, is hard to generate adhesion to clothing, bedding, etc. and to wipe away an effective component by clothing, bedding, etc., can also contain a sufficient amount of urea and glycerin which synergistically enhance prevention effect of rough skin, and further is hard to generate lowering of barrier performance of skin to display a sufficient moisture keeping effect. SOLUTION: The external application sheet includes a paste layer containing urea and optionally added glycerin on at least one side of a supporting body, wherein a base agent constituting the paste layer contains an acrylic polymer, which is obtained by polymerization of at least one monomer selected from acrylic acid, an acrylic acid ester, methacrylic acid and an methacrylic acid ester; a polyvinyl alcohol; and a filler for improving cohesion-force which is optionally added.
