PROBLEM TO BE SOLVED: To provide a technique for making information secret, appropriate for a wireless ad-hoc network. SOLUTION: An encryption/decryption processing unit 15 applies encryption or decryption, using a common encryption key 22-1 common for all communication terminals constituting a wireless communication network, to control information representing for each destination communication terminal a sharpness level of data to be sent to the destination communication terminal which is one of the communication terminals constituting the wireless communication network. A control information transmitting and receiving unit 13 causes a wireless transmission and reception processing unit 11 to transmit encrypted control information and to receive control information sent from any other terminal. When received control information can be decrypted using the common encryption key 22-1, a routing table creation/update processing unit 14 creates, on the basis of the control information, a routing table 21 indicating a communication terminal which is defined as a first transfer destination for relaying data when sending the data to the destination communication terminal.
