PROBLEM TO BE SOLVED: To provide a wireless communication system and wireless base station selection method, capable of reliably executing handoff even when a macrocell and a femtocell coexist. SOLUTION: The wireless communication system 1 includes a femtocell base station 12 installed inside a building B, a macrocell base station 11, a wireless communication terminal 13 which performs communication with the femtocell base station 12 or the macrocell base station 11, a sensor 14 which detects whether the wireless communication terminal 13 is positioned in the communication area of the femtocell base station 12, and a pilot beacon transmitter 15 which transmits a pilot beacon to the wireless communication terminal 13 performing the communication with the macrocell base station 11. When it is detected in the sensor 14 that the wireless communication terminal 13 is positioned in the communication area of the femtocell base station 12, the femtocell base station 12 executes control for making the pilot beacon transmitter 15 transmit the pilot beacon.
