PROBLEM TO BE SOLVED: To enable the formation of a permanent wave with a larger curvature and to show the amount of hair larger by rolling the hair near hair root smaller by rolling the hair near hair root on a hair rod directly (or through paper), wherein the rod is located standing on head and the lower end of the rod gets closer to the skin of scalp. SOLUTION: In the method for applying cold permanent wave, hair HA is rolled on a hair rod 1 and the hair is processed with a first agent containing cold permanent reducing agent, and then the hair is processed with a second agent containing cold permanent oxidation agent to form permanent wave on the hair HA. When rolling the hair HA on the hair rod 1, the hair rod 1 is located on the head HE standing at the root of a bunch of hair HA at a part of hair streaks, and the hair root of the bunch of hair HA is fixed at the lower end of the hair rod 1; the hair HA is rolled on the hair rod 1 from the root toward the tip in a spiral manner and the tip of the rolled hair HA is fixed on the upper end of the hair rod 1 to raise the hair HA from the root, to hide the part of the hair streaks slightly and to show the amount of hair HA larger.
