A mobile station (UE) comprises: a determining unit (13) that is configured to determine, based on broadcast information transmitted by a radio base station (HeNB2), whether the mobile station (UE) is a mobile station registered with the radio base station (HeNB2) when the mobile station (UE) uses, as a serving cell, the cell in charge of a radio base station (eNB); and a measurement report transmitting unit (14) that is configured to transmit, to the radio base station (eNB), a measurement report including given information indicating a result of that determination.
