PROBLEM TO BE SOLVED: To provide a liquid crystal optical lens which adjusts its refractivity and its manufacturing method, and also to provide a lens device having the liquid crystal optical lens. SOLUTION: The liquid crystal optical lens has a first and second element substrates, and a liquid crystal layer. A first electrode layer and a plurality of first laminates are stacked in this order on the first element substrate. Each first lamination has a first opening to expose the first electrode layer, and includes a first conductive layer and also a first insulating layer disposed between the first conductive layer and the first electrode layer. A second electrode layer and a plurality of second laminates are stacked in this order on the second element substrate. Each second lamination has a second opening to expose the second electrode layer, and includes a second conductive layer and also a second insulating layer disposed between the second conductive layer and the second electrode layer.
