In order for control of the functions of a mobile communication terminal by means of a control signal to be adequately performed, the disclosed control device (1) is configured containing a control server (10) and an EIR (20). The EIR (20) is a database that associates and records the IMEI of the mobile communication terminal (30) and a MSISDN that identifies the SIM installed in the mobile communication terminal (30). The control server (10) is provided with a control request reception unit (11) that receives function control requests containing the IMEI and the MSISDN of the SIM of the mobile communication terminal (30) that is to be controlled; a judgment unit (12) that judges whether or not the combination of IMEI and MSISDN contained in the function control request is recorded in the EIR (20); and a control signal transmission unit (13) that, in response to said judgment, transmits a control signal that performs said function control to the mobile communication terminal (30) relating to the function control request.
