PROBLEM TO BE SOLVED: To prevent a base-isolating device from causing excessive deformation and stress, even when the position of an upper structure is corrected during construction. SOLUTION: The base-isolating device 2 is installed on a lower foundation 1; the upper structure 3 is placed and temporarily fixed to the upper plate of the base-isolating device 2 via a temporary fixing portion 5; and the upper plate and the upper structure 3 are finally fixed after the determination of a position of a column 6 of the upper structure 3. In this case, a bending-deformable bolt is fixed while protruding upward on the upper plate, so as to form the temporary fixing portion 5; a post stand 8 connected to the lower end of the upper structure 3 is placed in a freely traversing manner on the upper plate; and the upper structure 3 is connected to the bolt.
