PROBLEM TO BE SOLVED: To provide an electrophoretic particle dispersion medium which improves electrostatic chargeability of an electrophoretic particle. SOLUTION: Electrophoretic particle dispersion liquid includes: the dispersion medium 50 including silicone oil; and the electrophoretic particle which is the electrophoretic particle (particle group 34) dispersed into the dispersion medium and moving in accordance with an electric field, and which has a polar group on the surface of the electrophoretic particle.
