PROBLEM TO BE SOLVED: To solve the problem wherein when an object to be recognized lies partially out of a search area, a position recognition error is produced. SOLUTION: A first correlation value map generating means 112 performs template matching processing by a template image 143 on a template selection image 141, to generate a first correlation value map 144 as a distribution of correlation values at respective positions. A second correlation value map generating means 113 sets a search area for an input image 142 and performs template matching processing by the template image 143, to generate a second correlation value map 145 as a distribution of correlation values at respective positions. A correlation value maximum position estimation means 114 obtains, as an estimated recognition position 146, a position on the input image 142, corresponding to a correlation value maximum place in the first correlation value map 144, when the distribution state of correlation values of the first correlation value map 144 is superimposed so as to best match the distribution state of correlation values of the second correlation value map 145.
