PROBLEM TO BE SOLVED: To suppress reconstruction of a network in accordance with movement of a terminal to necessary minimum in a P2P network of mobile environment. SOLUTION: An information exchange part 101 exchanges network information with an adjacent terminal. A network construction part 102 constructs the network on the basis of the network information. A P2P communication part 103 transmits/receives a P2P packet on the basis of network topology. A positioning part 104 performs positioning of the current position PO of the mobile terminal. A reconstruction determination part 105 includes: a range setting part 105a which sets a topology maintenance range in which reconstruction of the network does not become necessary even when a self-terminal moves on the basis of the current network topology; a position determination part 105b which determines whether the current position P0 is within the topology maintenance range; and a reconstruction request part 105c which publicizes a position ID updated on the basis of the current position Pt on the network to request reconstruction of the network when the current position P0 is outside the topology maintenance range.
