PROBLEM TO BE SOLVED: To support maintenance management of a premise communication network by automatically collecting the state of use of premise communication network resources. SOLUTION: An IDF 102 connects a premise communication line 10 and a PSTN communication terminal 110 to thereby allocate the premise communication line 10 to the PSTN communication terminal 110. The IDF 102 includes: a switching instruction part 34 for instructing an IDF switch 28 to connect a line starting with a relay terminal 24 connected to the premise communication line 10 or unset to an inspection processing part 30 instead of the PSTN communication terminal 110 when confirming allocation of the premise communication line 10; and a response part 36 for notifying an external device that the premise communication line 10 has been allocated when receiving a confirmation request for the allocation of the premise communication line 10 through the premise communication line 10.
