PROBLEM TO BE SOLVED: To provide a radio communication system capable of suppressing degradation of the quality of communication which demands real-time performance. SOLUTION: The radio communication system 2 detects the utilization situation of the frequency spectra of radio communication systems 102-1 to 102-N, and performs the communication utilizing a frequency spectrum which is not utilized by the radio communication systems 102-1 to 102-N, at a certain time and place. A utilizing spectrum determining part 224 determines, as a utilizing spectrum, the frequency spectrum utilized by a primary utilization system whose priority is set high among primary utilization systems whose spectrum free condition indicates "vacancy" and determines, as a backup spectrum, the frequency spectrum utilized by the primary utilization system whose priority is set low.
