The device has a dual wheel (4) consisting of toothed wheels, in which one of the toothed wheel is engaged with a tooth work of a supporting wheel (3) and attached to another toothed wheel in a torque proof manner. The dual wheel is supported in a rotatable manner in a bearing bore hole of the supporting wheel. The bearing bore hole is arranged excentrical to a bearing dome of the supporting wheel, which is supported in housing (1). The dual wheel comprises a bearing dome, whose outer diameter is larger than head circular diameter of the former toothed wheel of the dual wheel.
