<P>PROBLEM TO BE SOLVED: To generate a passage authorization application system capable of readily setting passage authorization. <P>SOLUTION: A passage authorization setting device 200 generates an authorization information application intermediate table 17 from an organization list table 14, generated from an organization information management table 11 and an area list table 15 generated from a layout information management table 12. Then, by having the passage authorization setting device 200 generate an authorization application information management table 13 from the authorization information application intermediate table 17, by referring to a personal information table 16. The organization information management table 11, the layout information management table 12 and the personal information table 16 are preliminarily set tables.
