PROBLEM TO BE SOLVED: To provide a stirring-mixing mechanism which mixes liquid more uniformly than before. SOLUTION: The liquid stirring-mixing mechanism includes a liquid mixing zone (1) and a gas pressure-increasing feeding means (2). The liquid mixing zone (1) is fed with the liquid (3) to be mixed, the liquid contains electrolytic water electrolyzed and having an oxidizing action, the gas is introduced into the liquid mixing zone (1) as a bubble shape (7) compressed by the pressure-increasing feeding means (2).
