PROBLEM TO BE SOLVED: To reduce power consumption by making a base station device into a power saving mode when a radio communication user does not exist in an area. SOLUTION: The communication system includes: a terminal 100; base station devices 200-1 to 4 which perform radio communication with the terminal 100; and a server device 300 which exchanges information with a plurality of base station devices 200-1 to 4. The communication system further includes: a position information acquisition part which receives a radio signal from a communication partner in the terminal 100 or the base station devices 200-1 to 4, and acquires position information of the terminal 100 based on detection of a predetermined received power; a state instruction part which selects the base station devices 200-1 to 4 for handover based on the position information and performs a state instruction to the selected base station devices 200-1 to 4 by the server device 300; and a base station state control part which controls a state of the selected base station device based on the state instruction by the selected base station devices 200-1 to 4.
