PROBLEM TO BE SOLVED: To provide a resin coating composition which has excellent flame retardancy and coating suitability and does not deteriorate the physical properties of an object (a base material) to be coated and to provide a building plate obtained by using the resin coating composition. SOLUTION: A flame-retardant coating composition contains a scaly and swellable inorganic compound, a water-swellable substance and a soap-free emulsion adhesive. The flame-retardant building plate A1 is obtained by applying the flame-retardant coating composition to one or both surfaces of a building base material 1 to form coating film layers 2 as flame-retardant layers.
