PROBLEM TO BE SOLVED: To select one of a server device and a client device, by which an application program (hereinafter abbreviated to AP) is to be started to maintain operability of the AP, in remote operation executed between the server device and the client device. SOLUTION: In this remote operation system, the server device includes an AP monitoring means, an AP management means, and a data transmission means, and the client device includes an AP monitoring means, an AP management means, an image data storage means, an image data processing means, and a data reception means. When performing the remote operation, one of the server device and the client device, by which the start of the AP used in the remote operation is to be performed is selected from a result of client device situation decision performed by the AP monitoring means of the client device.
