PROBLEM TO BE SOLVED: To provide a heater capable of improving a heat transfer property and a strip pack device provided with the heater. SOLUTION: The heater 142 includes: a tubular casing tube 150 composed of, for example, stainless steel, a heat generator 151 provided in the casing tube 150, a filling unit 152 for sealing the casing tube 150 after the heat generator 151 is inserted, and a smooth part 153 provided above the filling part 152. The heater 142 having a longitudinal direction D7 is disposed so as to be approximately perpendicular to the surface of a tape T in the longitudinal direction D7. An end of the heater 142 that is positioned at the surface side of the tape T serves as the smooth part 153.
