PROBLEM TO BE SOLVED: To provide a toner which avoids faulty scooping, void generation in an image and occurrence of image density unevenness by maintaining good fluidity of a developer without causing wax to ooze out to a toner surface by agitation of the developer so that adherence between toner and carrier is not increased, and to provide an image forming apparatus using the toner. SOLUTION: In the image forming apparatus including a charging means, an exposure means, a developing means, a transfer means, a fixing means and a cleaning means, a developer used in image formation is a two-component electrostatic charge image developer, when the developer is measured with a powder rheometer, the total energy quantity of rotational torque and vertical load is in the range of 200-600 mJ, and when the developer is deteriorated, the difference between the total energy quantities before and after deterioration is≤100 mJ.
