PROBLEM TO BE SOLVED: To provide a radio terminal and a wireless communication method capable of quickly transmitting service flow data, which is desired to be transmitted quickly by a user, or which is desired to be transmitted quickly due to the nature thereof. SOLUTION: A QoS manager 11 receives a plurality of upstream notifications of a service flow QoS parameter from a radio base station. A burst region manager 9 receives an upstream notification of a user data burst region from the radio base station. A service flow allocation part 10 allocates a plurality of upstream service flow regions in the upstream user data burst region allocated to own terminal. The service-low allocating part 10 allocates at least one service flow region that satisfies conditions regarding transmission rate, the delay time, and the delay time variations on each notified upstream service flow QoS parameter, in priority is allocated more, other service flow region.
