A mobile communication system including mobile terminals, base stations that communicate wirelessly with the mobile terminals, and an access management device that manages access from the mobile terminals to the base stations. When an access group comprising more than one mobile terminal and more than one base station is registered on the access management device, mobile terminals in the access group are granted access to the base stations in the same access group, and if predetermined conditions are met after the expiration of the access permission period, during which the mobile terminals are registered so that hourly access is granted, the mobile terminal having the expired access permission period is excluded from the destinations transmitted by the base stations included in the access group with the same call message. This enables a reduction in the network processing load and a solution to the wasteful use of wireless resources.
