PURPOSE: A standard insulating oil producing system and a method thereof are provided to insert fixed amount of standard gas into the system using a timer, and to minimize the production error. CONSTITUTION: A standard insulating oil producing system comprises a vacuum oil purifier refining device(100), a sampling mixer(200), a standard gas reservoir(300), and a flow amount controller(400). The vacuum oil purifier refining device inserts insulating oil into the system for decompressing and degassing. The sampling mixer inserts standard gas into the insulating oil for producing standard insulating oil. The flow amount controller is connected to the sampling mixer.
