PURPOSE: An image signal processing method and an image signal processing device are provided to minimize brightness degradation by considering characteristics of an image signal. CONSTITUTION: An APL(Average Picture Level) calculating unit(710) calculates APL values about a frame of an inputted image signal. An average value calculating unit(720) calculates an averagey APL value based on the APL value about the frame. A backlight control unit(730) performs backlight diming in an range of the APL area which is previously defined. The backlight control unit controls th backlight to perform maximum diming in the average APL value which is calculated in an average calculating unit.
