PURPOSE: An apparatus and a method for manufacturing a tire belt is provided to reduce time required for manufacturing processes and improve the productivity of the manufacturing processes by including a shaping drum and a robe moving part. CONSTITUTION: An apparatus for manufacturing a tire belt includes a shaping drum(1), a driving motor(2), and a robot moving part(3). The shaping drum moves to the left side and the right side by being rotated based on the driving motor and the robot moving part. A belt(4) is attached to the shaping drum. The belt is transferred by a transferring conveyer belt(7) which is continuously driven by another driving motor(6) which is installed to a frame.
