PURPOSE: A user scheduling and transmission power control method in a multi-cell communication system is provided to find optimum transmission power in a multi-cell communication system. CONSTITUTION: If related information is received from neighbor cells, a communication device calculates the cost of transmission power(510, 520). The communication device calculates cost based on required QoS(Quality of Service). The communications device determines the update of the transmission power(530). In case the transmission power has to be updated, the communication device updates the transmission power. The communication device finds an optimum user schedule(540).
