PURPOSE: A code key generating device and method thereof are provided to maximally prevent an error possibility or data loss by generating a traffic protection safety key as much as generation number. CONSTITUTION: A password generating device(1000) generates a traffic protection safety key by applying a master sharing key corresponding to an initially same secrete value to a key inducing algorithm. A first rule sets a random variable(1200) and a master sharing key to a variable which will be inserted to a preset block function. The first rule produces a first return value(1300) which is arithmetically processed. A second rule produces a second return value(1500).
