PROBLEM TO BE SOLVED: To suppress useless transmission by a mobile and to shorten transmission standby time when the mobile UE performs cell transition for switching a frequency. SOLUTION: The mobile includes: a cell information management unit 22 for receiving an instruction signal of the cell transition from a base station NW and extracting cell information including at least the information of the frequency of a transition destination different from the frequency of an in-zone cell from the instruction signal; a communication unit 21 for searching a cell using the information of the frequency of the transition destination, switching the in-zone cell to the cell of the transition destination and establishing a radio connection with the base station; and a display management unit 26 for inhibiting the display of the interruption of the radio connection by a display unit 28 when the cell transition requires the change of the frequency. When retransmission signals have been standing by for retransmission before the change of the in-zone cell, the communication unit 21 establishes the radio connection and transmits the retransmission signals promptly after the change of the in-zone cell independent of a retransmission timer.
