PROBLEM TO BE SOLVED: To provide a building external facing material which is excellent in harmful gas degradability, fungus-proofness and alga-proofness while suppressing a deterioration in base material; and to provide a photocatalytic water-based coating liquid. SOLUTION: Characteristically, this building external facing material includes the base material and a photocatalytic layer which is provided on the base material; the photocatalytic layer is obtained by drying the photocatalytic coating liquid after the application; and the photocatalytic coating liquid includes photocatalytic titanium oxide particles, tin oxide particles, a silicone emulsion, a water-soluble silver compound, and water.
