A wagering system includes one or more user systems including one or more user input devices; a bookie system; and a central computing system including memory and one or more processors. The user input devices are configured to enable a user to make a random wager request. The central computing system is configured to receive in memory, fixed odds information for a number of possible event outcomes from the bookie system; receive from one of the user systems a random wager request created by a user; make a weighted random selection of an event outcome from the number of possible event outcomes. The weighting is based on the fixed odds information. The central computing system is further configured to create a pari-mutuel wager based on the selected event outcome; and provide the created wager either in physical form to the user or in electronic form to the user system.
