PROBLEM TO BE SOLVED: To provide a sticking prevention method of silica in an open type circulating cooling water system using makeup water with high silica concentration. SOLUTION: In the sticking prevention method of silica-based deposit, while the discharged water amount or supplied water amount of a treated water system is being controlled so that a calculated silica concentration defined by a product of a concentration degree of circulating water and a silica concentration of supplied water to the treated water system is equal to a particular value or below preset from a range of 180 to 280 mg/L, the compound for generating hypobromous acid is added to circulating water so that a hypobromous acid concentration of circulating water is 0.02 to 1.0 mg/L (Cl<SB>2</SB>conversion) as free remaining bromine, and phosphonocarboxylic acid whose phosphorus content is 15 to 45% (PO<SB>4</SB>conversion) in a molecule is added to the circulating water.
