PROBLEM TO BE SOLVED: To provide a process for producing resol-type phenol resin having an excellent water-dilutability and a reduced amount of residual monomers. SOLUTION: Resol resin (R) is obtained by reacting a phenol (P) with formaldehyde (F) at a molar ratio [phenol (P)/formaldehyde (F)] of 1/0.5-1/1.2 in the presence of an alkali catalyst (Process 1). The resol-type phenol resin is obtained by mixing the resol resin (R) with alkanone (A) and formaldehyde (F') at a molar ratio [formaldehyde (F')/alkanone (A)] of 3/1-8/1 and a molar ratio of alkanone (A) to phenol (P) [alkanone (A)/phenol (P)] of 0.1/1-1/1 and reacting them in the presence of an alkali catalyst (Process 2).
