<P>PROBLEM TO BE SOLVED: To generate run length data whose smooth plotting is made to be possible when converting input data as the vector data of a plurality of graphic elements into output data as run length data. <P>SOLUTION: When converting graphic elements having an inclination side 8910 into partial run length data, at first, graphic density and background density are applied for each unit region 800 divided by a division straight line 801 according to the ratio of the occupancy of the graphic elements in the plotting pixel 802. Next, two intersection points 803 between the inclination side 8910 and the division straight line 801 is obtained, and a central position 804 between the intersection points 803 is obtained. Intermediate density is applied to the plotting pixel 802 in a fixed range from the central position 804 instead of the graphic density and the background density, and multi-gradation partial run length data 8911 and 8912 as the array of a plurality of run length are generated.
