<p><P>PROBLEM TO BE SOLVED: To provide: a data processing apparatus capable of outputting encoded data with a data amount suitable for a decoding performance of each device to each of the plurality of devices without increasing the processing load; a data processing method; and a data processing program. <P>SOLUTION: A data processing apparatus decides a combination of reference data and referred data from a plurality of continuous image data, based on performance information of the plurality of devices to be an output destination of data (S1). Image compression encoding of the reference data is carried out with reference to the referred data associated by the decided combination to generate encoded data (S5).
