PROBLEM TO BE SOLVED: To provide a thermoplastic resin open-cell foam board having liquid permeability and little thickness unevenness, and being not twisted. SOLUTION: This thermoplastic resin open-cell foam board has an open-cell ratio of 95% or more and 100% or less and a pore diameter of 1μm or more and 500μm or less and has liquid permeability in the thickness direction of the thermoplastic resin open-cell foam board.
