PROBLEM TO BE SOLVED: To provide a cyclic olefin-based resin suitable for manufacturing a film provided with high heat-resistance and tensile characteristic, and a film using the cyclic olefin-based resin. SOLUTION: In the cyclic olefin-based resin, a glass transition point is 150°C or higher, a ratio of a repetition unit derived from a cyclic olefin-based monomer is 50-80 mol%, a ratio of a repetition unit derived from a non-cyclic olefin-based monomer is 20-50 mol%, and a ratio that the repetition unit derived from the cyclic olefin-based monomer in the cyclic olefin-based component is present as a dimer is 30 mol% or more. In the dimer, a ratio of a meso type dual continuous chain portion and a racemo type dual continuous chain portion (meso type dual continuous chain portion/racemo type dual continuous chain portion) is 10 or more, and a ratio that the repetition unit derived from the cyclic olefin-based monomer in the cyclic olefin-based component is present as a trimer is 15 mol% or less.
