PROBLEM TO BE SOLVED: To provide a thermal diffusion sheet that excellently prevents graphite powder from falling off and can be thinned in an extremely excellent manner. SOLUTION: A graphite sheet 11 wound around a drum 29 and an adhesive film 12 wound around a drum 31 are transferred between a pair of rolls 34. One side of the adhesive film 12 has an adhesive layer. The adhesive layer is pressed between the rolls 34 oppositely to the graphite sheet 11, thereby depositing the graphite sheet 11 to the one side. Subsequently, the adhesive film 12 is peeled off from the graphite sheet 11 via rolls 35, 36, and 38, thereby transferring a graphite layer constituting a part of the graphite sheet 11 to one side of the adhesive film 12.
