PROBLEM TO BE SOLVED: To certainly prevent illegal pulling-out of a valuable paper sheet by a thread. SOLUTION: A guide face (26a) tilted inward in a radial direction is provided in an outside edge of each fin (26) of a roller (24). When simultaneously rotating a plurality of disks (25) along an arc-shaped passage (53) through which the valuable paper sheet (70) is carried upon carrying the valuable paper sheet (70), the thread (71) connected to the valuable paper sheet (70) moves inward in the radial direction along the guide face (26a) of the fin (26) by its own weight or tensile force, and is locked to an inner edge (26c) of the fin (26).
