PROBLEM TO BE SOLVED: To provide a method of easily forming a carbon material, and a catalyst material for carbon material formation. SOLUTION: In the method of forming the carbon material, a raw material containing carbon is brought into contact with the catalyst material 12 containing a substance to be a catalyst to form the fibrous or tubular carbon material 21. The catalyst material 12 contains a mixture which comprises a first material 14 to be the catalyst, and the second material 15 composed of a material different from the first material 14.
