PROBLEM TO BE SOLVED: To provide a perfluoropolyether oil or perfluorocarbon compound emulsion using a≤6C perfluoroalkyl group-having compound having low bioaccumulative property and having an emulsification performance comparable with ammonium pentadecafluorooctanoate excellent in emulsification performance, as an emulsifier. SOLUTION: There is provided the emulsion prepared by using 100 pts.wt. of a perfluoropolyether oil or perfluorocarbon compound represented by general formula: RfO(C<SB>3</SB>F<SB>6</SB>O)<SB>p</SB>(C<SB>2</SB>F<SB>4</SB>O)<SB>q</SB>(CF<SB>2</SB>O)<SB>r</SB>Rf' [I] [Rf and Rf' are each 1-5C perfluoroalkyl; (p)+(q)+(r) is an integer of 2 to 200] or general formula: F(CF<SB>2</SB>CF<SB>2</SB>CF<SB>2</SB>O)<SB>n</SB>CF<SB>2</SB>CF<SB>3</SB>[II] [n is an integer of 2 to 100], and 0.01 to 30 pts.wt. of a perfluoroalkyl ethyl phosphonate represented by general formula: C<SB>n</SB>F<SB>2n+1</SB>CH<SB>2</SB>CH<SB>2</SB>P(O)(OM<SP>1</SP>)(OM<SP>2</SP>) [M<SP>1</SP>is H, ammonium salt or organic amine salt; M<SP>2</SP>is ammonium salt or organic amine salt; and n is an integer of 1 to 6] as an emulsifier.
