PROBLEM TO BE SOLVED: To prevent contact between an inner tank and a strap plate. SOLUTION: This anchor includes: the strap plate 10 with its upper part formed as a hook part 11 bent to the outer wall surface side of a storage tank Tb; a locking piece 12 extending longer than the width of the strap plate 10 in a direction orthogonal to the longitudinal direction of the strap plate 10 and locking the strap plate 10 when hooked by the hook part 11 from the opposite side to the storage tank Tb; and fixing members 13a, 13b, 14a, 14b fixing the locking piece 12 to the outer wall surface of the inner tank Tb.
