PURPOSE: A remote monitoring control system and a monitoring control device are provided to display an operation key for controlling load suitable for each user. CONSTITUTION: A display(104a) displays an operation screen including at least on operation keys for controlling corresponding load. An input receiving unit(108) receives input of the displayed operation keys. A reading unit(102) reads an user ID. If a user ID is read, a load control content determination unit(118) searches a memory unit(116). The load control contents determination unit determines control information corresponding to load identification information about the user ID.
